There was shock in Parliament on Wednesday when Members heard that a stranger was indeed seated in ruling National Resistance Movement party front seat which is traditionally and exclusively reserved for ministers.
The debate in the house came to a standstill when the Member of Parliament for Kyotera County in Rakai district, healing http://ccalliance.org/wp-content/plugins/sitepress-multilingual-cms/inc/plugins-integration.php Haruna Kyeyune hurriedly stood up, grabbed the nearest microphone and immediately rose to the attention of the house Speaker Rebecca Kadaga that there was a stranger in the House.
“Madam Speaker I have seen a stranger in the house and I don’t think it is procedurally right for us to continue with the debate when the stranger is inside,” said Kyeyune.
Kadaga who has been in Parliament since Constituent Assembly days and knows all members by face and their full names, furiously looked through the whole plenary and did not notice a single stranger.
She then asked Hon. Kyeyune to point at the stranger he had exclusively seen with his eagle eyes.
“Honourable member please show us the stranger since we have failed to see,” Kadaga asked Kyeyune.
Kyeyune confidently stood up from his Independent members’ corner before pointing at the minister of state for Microfinance, Caroline Amali Okao who was seated on the front bench.
Amidst laughter in the house, Kadaga introduced the minister to the house including her full name and that she represents women of Amolatar district in Lango sub-region.
According to Kyeyune, he has never seen minister Okao in Parliament and was very surprised to see her among members and moreover on the front bench.
When contacted after the sitting, minister Okao told Chimpreports that Kyeyune is “among the detractors who intend to block the nice proposals about microfinance that I will soon table in Parliament for approval.”
